Nvidia Secures Japan AI Factory Deal in Major Physical AI Push

Nvidia CEO Jensen Huang visited Tokyo on July 15-16, securing agreements for a national AI factory powered by next-generation Vera Rubin chips, alongside partnerships with major Japanese robotics and manufacturing firms including Toyota, Fanuc, and SoftBank. Japan is assembling 44 domestic companies under the Noetra consortium to build homegrown "physical AI" models for robots and factories, while relying on Nvidia hardware for compute. The initiative is part of Japan's broader AI Robotics Strategy targeting a $133 billion global market by 2040, though the push for technological sovereignty still depends on American silicon.

Nvidia CEO Jensen Huang spent July 15 and 16 in Tokyo meeting with Japan's industrial and chip-supply elite, leaving with a sweeping set of agreements that span the country's entire tech ecosystem. The centerpiece is a national AI factory built around Nvidia's next-generation Vera Rubin chips, alongside partnerships with leading robotics firms and chip-material suppliers. For Huang, the message was unmistakable: the next chapter of artificial intelligence belongs to factory floors, robots, and machines, and he wants Japan to lead it.

A National AI Factory Takes Shape

Japan does not want its factories and robots running on American or Chinese AI models. So Tokyo pulled together roughly 44 domestic firms, with SoftBank, Sony, NEC, and Honda at the core, to build homegrown "physical AI" foundation models designed specifically to run machines. The government is committing significant funding to the effort, betting that owning the software brain is essential to industrial sovereignty.

The hardware, however, still comes from Nvidia. The U.S. chip giant is building what it calls a "Vera Rubin AI factory," a massive data center packed with next-generation chips expected to launch in 2028 and deliver 140 megawatts of compute power. Noetra, a consortium formed by the participating firms, will oversee the project. The roadmap is aggressive: a Japanese-language reasoning model by fiscal 2026, an omni-modal version handling text, images, video, and audio by 2028, and "Real-world Native AI" built to run robots by 2030.

Robotics Giants Line Up Behind Cosmos

Nvidia's push into Japan's factory floor is drawing commitments from nearly every major industrial player. Fanuc, Yaskawa, Kawasaki Heavy Industries, Fujitsu, Hitachi, NEC, Sony, SoftBank, Kubota, and robotics group AIRoA all plan to build on Nvidia's Cosmos models, an open-model effort the company launched with global AI labs.

In Tokyo, Nvidia unveiled a version of Cosmos that runs on its Jetson Thor chips inside the machines themselves, giving manufacturers a reason to commit. Some firms are already testing shared control systems; others, including Honda R&D and Omron, are actively building on the tools. The appeal is clear: instead of retrofitting general-purpose AI for industrial use, these models are built from the ground up to understand physical environments.

"The next frontier of AI is in the physical world, and this is a once-in-a-generation opportunity for Japan. Japan invented modern manufacturing. Now, it has the opportunity to reinvent it for the age of intelligent industries."

That statement, attributed to Huang in Nvidia's official release, frames the visit as more than a sales pitch. It is a bid to anchor Japan's manufacturing renaissance to Nvidia's silicon.

Toyota Deepens Its Nvidia Ties

Toyota already uses Nvidia chips across much of its technology stack. The automaker committed its next-generation vehicles to Nvidia's platform at CES earlier this year, and the new agreements extend that relationship into manufacturing. Nvidia's simulations now help design Toyota's production lines, while its software runs inside the vehicles and reads road traffic data.

Toyota's approach to autonomous driving remains conservative. Its cars will run advanced driver assistance systems that steer and brake but still require a human driver. That puts Toyota at a different point on the spectrum than Waymo or Tesla, both of which are pushing toward systems that rely less on human oversight. For Toyota, the Nvidia partnership is about incremental, reliable gains rather than moonshots.

The Sovereignty Angle Behind the Industrial Push

Beneath the factory-floor deals sits a deeper strategic calculation. As the U.S. and China pull ahead in large-scale AI, Tokyo wants its own data, its own compute, and less dependence on infrastructure it does not control. Huang appeared on July 16 alongside trade minister Ryosei Akazawa at the government's physical-AI launch, a signal of how closely the public and private efforts are aligned.

The Takaichi administration has made AI and semiconductors the centerpiece of a growth plan chasing ¥100 trillion in public and private investment by 2040. Japan's AI Robotics Strategy, released in March, aims to capture a significant share of a global market Tokyo values at roughly ¥20 trillion (about $133 billion). Noetra's Nvidia-powered factory is where models with trillions of parameters would be trained. The bet is that Japan's factory-floor data and manufacturing heritage can give it an edge in physical AI that pure software players cannot match.

The irony is hard to miss. Japan's push for independence, at least for now, rests on American chips. Sovereignty runs on Nvidia silicon.

What to Watch Next

Huang's Tokyo playbook mirrors his recent tour through Taiwan: high-profile keynotes, closed-door lunches with CEOs, and casual dinners with supply-chain chiefs. In Tokyo, that meant skewers and whisky at a Kanda izakaya with the executives who will decide whether these partnerships translate into orders.

The real test comes in 2026, when Noetra's first Japanese-language reasoning model is due. If it works, Japan has a path to owning its industrial AI stack. If it slips, the country's manufacturers may find themselves waiting on Nvidia's roadmap just like everyone else. The factory floor is the next battlefield for AI, and Tokyo just placed its chips on the table.
